A petition by the people that entreats the Constitutional Court to declare the applicable laws or regulations applied in a final court decision or the decision itself unconstitutional is inadmissible unless the petitioner:
- has exhausted all ordinary judicial remedies;
- believes that the applicable laws or regulations applied in a final court decision that finds against her or him or the decision itself contravenes the Constitution; and
- has lodged the petition with the Constitutional Court within the six-month peremptory period after the service of such a final decision.
